COST ADVISER
The cost
adviser advises on building costs and estimating. The cost adviser
can have two distinct roles:

as an
integral part of the design team providing cost advice to
them, and to the client.

directly
appointed to advise the client generally about costs and value,
separate from the design team.
Where the cost adviser is a part of the design team he is responsible
for the quality of the advice he gives but not for the management
of the project budget; this is the responsibility of the design
team leader or project manager.
The cost
adviser is usually a quantity surveyor but on very small projects
a separate appointment cannot always be justified and the designer
takes on the role.
BUILDER
The builder
takes responsibility for providling and coordinating the construction
work. In this guide the term includes:

DESIGN AND BUILD ORGANISATION
Design and
build organisations provide a design service in addition to a
construction capability. They are usually construction companies,
either with a design capability in house or in consortium with
a designer.
SUPPLIER
Suppliers
only supply materials or equipment. Their work is erected or installed
by others. Suppliers may provide advice or a design service to
the design team.
SUBCONTRACTOR
Subcontractors
carry out defined elements of construction work for the builder,
usually of a specialist trade such as roofing or air conditioning.
Subcontractors may design these elements and may also manufacture
and supply the materials or equipment that they erect or install
on site.
WORKS CONTRACTOR/TRADE
CONTRACTOR
These are
contractors who undertake packages of construction work under
the management contracting and construction management procurement
methods.
OTHERS
CLERK OF
WORKS
A clerk of
works or inspector checks the quality of construction on site.
He works closely with the design team leader but is usually directly
employed by the client.
FACILITIES
MANAGER
The
facilities manager is responsible for the efficient running of
the completed building and equipment. He may have a key role in
compiling the brief, and at handover and occupation of the building.
