Procedures
The architect
should adopt a proper tender procedure. Tender documents include
Detail Drawings, Specifications, Pricing preambles, B.O.Q's, Conditions
of contract, conditions of tender, instructions to tenders.
All the tenderers
should be informed about the closing date of time of tenders and
place at which the tenders be received and opened. They should
be opened in the presence of tenderers. At the time of the opening
of the tenders, tender register must be available to record the
name of the tenders, tender documents submitted, other documents
submitted such as covering letters bid bonds etc., and the tendered
price. A pre tender site meeting may be arranged to explain the
building project to all the tenderers and their questions could
be answered during the tender period. Questions may be answered
by a circular letter.
All the tenders are given equal and fair explanation answers and
information.
Award
of Contract
A tender
evaluation report will be submitted for your considerations by
the design team by carefully evaluating the received tenders.
A letter of award of contract or letter of intent will be issued
to the selected contractor.
The only allowable preference for a particular tenderer is that
if the price and other considerations are equal the contract may
be given to him. If you prefer a certain contractor or a sub contractor,
competitive tenders should not be called. The contract instead
should be negotiated and the architect is empowered to examine
the rates and tender could be submitted to report and recommend
accordingly.
