The Core Area Plan and its Relationship with CMR

The primary aim of the Core Area Development Plan is to promote economic growth and distribution in a sustainable manner in the core area of the CMR.  Although the Core Area Plan has been developed as a separate project, it is linked to the rest of the CMR through the concept of  growth centre.

 
Under the proposed  growth centres, the city of Colombo  will operate as the primate city.  As a result the demand for the City of Colombo may increase in certain activities. The city of Colombo will dominate in Port related, banking, financial and insurance sectors on the basis of the revised zoning plan of the City.  The Government policy directives is to concentrate the functions like Administration, Health and Education elsewhere in order to release the burden of compacted land use in Colombo City. This makes the utilisation of land determined  by its locational  advantage.

 It is expected that there will be  planned development within the identified growth centres as well as the core area of the CMR. This may result in the  need for additional space within the Core area and the CMR for various additional activities. The activities like improved warehousing, transhipment centres, container parks and terminals, export oriented value added industries linked with the port; and high income housing for expatriates and managerial staff are some areas where the demand within the city is likely  to grow In addition, the demand activities such as  banking, financial, insurance travel and tours, cargo, and  stock exchange is also likely to grow in the city than other parts of the CMR.

 The Core Area   Development Plan envisages the release of about 630 Ha. in the city once the shifting of the administrative and institutional function, which are still located in the city,  to Greater Kotte  Area is completed.  The land that becomes available can be used for different purposes.(Table 8 & Table 9).

 ·        It is proposed that most of this land will be utilised  for the purpose of creating low density exclusive residential areas in order to cater for High Income groups as well expatriate staff.

 ·        Providing of high density middle income residential areas.

 ·        Relocating or on site development of low income households in order to get the optimal use of the valuable sites and to increase the quality of life of the  people.

 A number of other institutional activities will also be relocated within the suitable hierarchical centres in order to achieve functional efficiency and spatial balance within the CMR. The estimates so far being made for the floor space in each of these categorises indicates that in year 2010 the Colombo City would require an additional modern floor space of approximately 5.5 Mn. square meters (Table 8 & 9)
