The Development Guide Plans (DGP's)

The Development Guide Plans are the statements, objectives & vision for particular areas identified in the development plan of the city of Colombo. It will cover planning & design policies and guidelines on landuse, transport, environment, pedestrian & open space system, building height, intensity of Development, conservation & redevelopment of local areas, conservation of historic areas, advertisement control & tree preservation, mandatory building lines, Archaeological & Historic monuments & site.

Until such time the DGP's are prepared the authority may in the interest of harmonizing the development activities with the surrounding development, direct the owner and qualified person to make such modification as it deems necessary to keep to the requirements of this regulation.

As each DGP's are completed, which will be gazetted as the plans for local areas. When all DGP's are completed the whole of City will be covered by the new Development plan. This Development plan will provide a clear guide to land owners on what their land could be used for. It also identifies where special & detailed controls are applicable. (vide regulation 39 of planning & building regulations volume II).

The Development Guide Plan which is prepared as a specimen for Colombo Fort Area is shown in Part III . The annexure I reveals the listed & preserved buildings in Colombo City under the Archaeological Act & Buildings of Historic and Architectural importance.

Criteria for Transportation Development

Considering the present situation in city transportation and the expected changes in the coming years, the following proposals are considered important to improve its efficiency.
- Parking spaces must be provided to the maximum extent possible in given areas (zones). The parking fees should be determined according to building regulations in the area and the availability of off-street parking facilities. The on street parking fees, for example, should be higher in areas where there is substantial off-street parking.

- An entry fee should be introduced for vehicles entering the city during peak hours.

- Sources that generate high traffic should be identified and necessary changes to distribute traffic more evenly during morning and evening peak hours should be considered. Popular schools in Colombo, for example, generate a large number of vehicles and, through its addition to office time traffic, cause serious traffic congestion in the city in the peak hours. This can be avoided to some extent by either early start of schools or late opening of offices in the morning.

- Vehicles that carry more passengers such as busses should be given special treatment by providing exclusive lanes and by giving priority of turning at traffic lights.

Proposals for Improved Transportation System

Provision of Fast Moving Public Transport System (FMPTS)

A Fast Moving Public Transport System has been proposed for people to commute relatively fast within the CBD of Colombo at the first stage. This system can be extended subsequently to other areas such as Moratuwa, Kesbewa, Maharagama, Kotte, Kaduwela and Kolonnawa.

Pettah Transport Centre

A multi-modal transport centre is proposed at Pettah in order to provide a central location for passengers using various transport modes such as railway, inter-city buses, and long distance buses, city buses including the proposed PMS system.

Base Line Road Improvement and Extension

Three lane dual highway is currently under construction from Victoria Bridge to the High Level Road at Kirulapona. It is proposed that this highway be extended to Galle Road at Ratmalana via Attidiya. Access to the highway should be limited to specific entry points and to fast moving vehicles.


Marine Drive


An extension of Marine Drive with two lanes is proposed from Kollupitiya to Wellawatta. This road will help to ease the traffic congestion in this area as motorists can use this as an alternative to the Galle Road. This road will be subsequently extended to Moratuwa through Dehiwala and Angulana.

Extension to Duplication Road

The present duplication road from Dharmarama Road Wellawatte can be extended along Anderson Lane, Hampdon lane, Sri Saranankara Mawatha, Karagampitiya Road to connect it to Temples road, Mt. Lavinia.

Mattakkuliya Bridge

The construction of a bridge over the Kelani river is proposed at Mattakkuliya to provide a parallel road for North bound traffic from Colombo CBD area via Aluth Mawatha road and along Hekitta road to Ja-ela and Negombo.

Colombo Katunayake Express way

The proposed Colombo-Katunayaka Expressway needs to be implemented as a priority project. Access must be limited through selected entry points to the expressway. This expressway will facilitate foreigners, tourists, and official of foreign missions, air port traffic and some traffic to north and north Central province.


Bicycles Lanes

Two bicycle lanes are useful on the proposed Marine Drive from Wellawatte to Fort and these two lanes can be extended to Modara along the sea front. School children, office workers and harbour workers should be encouraged to use this service.

Introduction of New Building Lines to Existing Roads

Building lines should be established for road widening in the future along Ceremonial Access, Ward Place, Maradana Road, Bullers Road etc (Table 10 & Map 17)
