Development Guide Plan (Specimen) Colombo - Fort

The Development Guide Plans (DGPs) are area specific guidelines of the zoning plans and building regulations, introduced under section 39 of the planning and building regulations for the City of Colombo. The zoning plans and building regulations describe general requirements and conditions designed for the City of Colombo, while the GDP's refer to such regulations modified to suite local conditions in terms of environmental characteristics, architectural design and urban form. It is simply a statement of planner's objective and vision for a particular area. It covers planning and designing policies, guidelines on land use, transport, environmental improvement, pedestrian and open space system, building height, intensity of development, conservation and redevelopment of areas and buildings. The purpose of the DGPs is to provide direction to land owners on what their land can be used for. It is the regulatory framework reference for development control at the operational level of the planning system.

The Fort area has been used to explain how DGPs are applied at the local level. The Fort area is bounded by the sea on the west, Church Street on the north, Malwatta road on the east and Lotus road and Olcott Mawatha on the South.

According to the zoning plan of the City of Colombo, the Fort is classified as a concentrated development zone. In the general zoning plan, the concentrated development zone can have unlimited number of floors. However, under the DGP for the Fort area, special attention has been given to historic buildings such as Cargills building, Gaffoor building, General Post Office, Transworks building and presidential House. At present this area has buildings with less than three floors. The DGP emphasizes the need to maintain this character. It also encourages the expansion of colonial architecture into the vicinity in order to maintain the historic Core. High rise buildings with no upper limit will be allowed in areas such as Echelon Square and Chalmers Granaries, where there is concentration of modern architecture. The area towards the western boundary will be kept as a green web which will extend along the sea to the south of the Fort. Development guidelines for the Fort area are given in the following Table.

General Guidelines

1.         New developments,  extensions, or alterations should not disturb the existing architectural  character.

 

2.         Identified historically important buildings  should be preserved.  The buildings which are not compatible with these buildings should be modified in order to achieve the same character 

3.         Masonry boundary walls not permitted

1.        Extend the existing Arcades along all vehicular and pedestrianized  roads, within the property boundaries for public use. 

2.        Arcades along York Street should maintain the character of existing arcades of Cargills and Millers Buildings 

3.        Identified  historically & Archaelogically buildings  should be preserved.  The buildings which do not match with these buildings  should be modified in order to achieve an Architectural quality. 

4.        No set backs at ground level permitted in street facades, unless mentioned in the layout.

 5.        Colours of the external walls should blend with the existing colonial buildings.

 

1.        A Green belt should be maintained along the canal as a recreational area 





2.        This green belt should link with the proposed urban focus through the proposed Mudalige Mawatha

1.         Modern building material and Architectural elements are encouraged.
